License Type
Curaçao has been issuing online gambling licenses since 1996, making it one of the oldest and most stable iGaming jurisdictions.
Unlike some regulators that offer dozens of categories, Curaçao keeps things simple with
two main types of licenses: Master Licenses and Sub-Licenses.
Master License
A Master License is issued directly by the Government of Curaçao.
- Granted to only a small group of companies in the late 1990s.
- These Master License holders are authorized to issue Sub-Licenses.
- The number of Master Licenses is limited, and no new Master Licenses are being awarded today.
- Master License holders also have obligations such as compliance oversight and ensuring their Sub-Licensees operate legally.
For new operators, applying for a Master License is not possible — instead, the Sub-License route is the industry standard.
Sub-License
A Sub-License is what the vast majority of operators apply for. It offers the same operational rights as a Master License, with fewer barriers to entry.
- Granted by an existing Master License holder.
- Valid for running all main verticals: online casinos, sportsbooks, poker, lotteries, and bingo.
- Comes with lower setup costs compared to European regulators.
- Faster approval process — many applications are reviewed within 4–6 weeks.
- Includes technical requirements like server hosting in Curaçao, compliance with AML/KYC, and secure handling of player funds.
In practice, Sub-Licenses are the most accessible, affordable, and effective way for new iGaming businesses to get started.

Which Option Is Right for You?
For 99% of new operators, the Sub-License is the most practical option. It provides:
- The same operational rights as a Master License.
- Affordable entry compared to regulators in Malta, Isle of Man, or UK.
- Fast approval, letting you launch your platform quickly.
- A proven regulatory framework trusted worldwide for nearly three decades.
If your goal is to launch an online casino, sportsbook, or lottery efficiently, the Curaçao Sub-License is the best route.
